Pickering A Units 2 & 3 GDS Environmental Assessment

On December 18, 2007, OPG submitted a letter and Project Description to the CNSC indicating their intent to place Pickering A Units 2 and 3 into a uniquely different operating state, the Guaranteed Defuelled State (GDS). Units 2 and 3 are currently operating in the Guaranteed Shutdown State (GSS), a state from which they could potentially be returned to service. Placing Units and 3 into GDS would ensure that these Units cannot be returned to service.
Following consultation, the scope of the project will include an assessment of the following activities:
permanently relocating the reactor building containment boundaries for Units 2 and 3, which involves isolating the Unit 2 and 3 reactor buildings from the pressure relief duct, taking airlocks out of service, and physical changes to the reactor building ventilation system;
separating Units 2 and 3 from the Emergency Coolant Injection (ECI) System, which involves cutting and capping material lines to the ECI system, and removal of communication links from Units 2 and 3 and the ECI system;
moving vacuum building alarms and annunciations from Unit 2 to Unit 1;
work related to de-energizing and isolating the moderator system, including draining and flushing of the moderator;
work related to de-energizing and isolating the primary heat transport system, including draining and drying of the heat transport system; and
managing small quantities of radioactive and conventional waste.
As the CNSC is the Regulatory Authority for this project, additional information on the GDS EA project can be found on the CNSC website,
www.nuclearsafety.gc.ca or in the Canadian Environmental Assessment Registry, www.ceaa.gc.ca. The CEAR number for this Project is 08-01-37538.
Next steps in the EA process:
- CNSC issues final EA Guidelines - early summer 2008
- OPG submits the GDS Environmental Impact Study to CNSC - early summer 2008
- CNSC prepares and issues draft Screening Report for public review - late summer 2008
- EA decision by the Commission - fall 2008
